The Senior Analyst of State Health Policy works with the Director of State Health Policy and members to develop the organization’s state public health policy agenda which may include state legislative, statutory, regulatory and executive orders activities and supports development of ASTHO’s network of state legislative liaisons. The position reports to the Director, State Health Policy and is part of the ASTHO Health Systems Transformation Team.


  • Conducts state legislative and regulatory tracking on public health priority issues and communicates trends and emerging issues to ASTHO staff, members, and their leadership teams.
  • Conducts legal research and analysis in response to requests for technical assistance.
  • Develops and regularly updating comprehensive charts and maps outlining the current status of state laws on public health issues.
  • Assists with the implementation of activities related to ASTHO’s peer network of state health agency legislative liaisons and workgroup of public health lawyers.
  • Supports project deliverables for federally funded projects important to State Health Officials in the areas of law and policy.
  • Builds and maintains collaborative working relationships with staff, partners, and other organizations engaged in state health policy and law.
  • Represents ASTHO at meetings and conferences as requested; domestic travel required.
  • Develops relevant content for ASTHO’s state health policy/public health law website.
  • Assists with the development of federal and foundation grant proposals and progress reports.
  • Serves as an internal and external resource for responding to requests for assistance and information from fellow staff, members, affiliates, and national organizations.
  • Carries out logistics associated with event (meetings, webcasts, etc.) planning.
  • Assists with the evaluation of project activities and outcomes, including articulation of project goals, objectives, and intended outcomes.
  • Performs other duties as assigned.

Minimum Qualifications:

  • MPH, MPA, MPP or related degree required.  JD preferred.
  • 3 years prior related state or federal government relations experience or any combination of experience that would provide an equivalent background.
  • Strong working knowledge of state policymaking. Experience with public health or health care issues desirable. Experience working in a state legislature or regulatory agency preferred. Prior association experience helpful.

Knowledge, Skills, and Abilities: 

  • Ability to research, track and analyze appropriate issues and legislation at federal and state levels using abstract concepts.
  • Strong written and oral communications skills: fact sheets, issue briefs, newsletters, progress reports, presenting on webinars and conference panel sessions.
  • Strong analytical skills and ability to synthesize complex information and translate into specific recommendations or actions on project goals/deliverables.
  • Ability to work independently and in a team environment, manage multiple priorities, and complete assigned tasks in a timely manner. 
  • Experience working with MS Office programs (e.g., word, excel, powerpoint, publisher, etc.), Westlaw and CQ StateTrack.
  • Strong interpersonal skills and demonstrated ability in working with diverse teams.
  • Ability to communicate tactfully and diplomatically with internal and external stakeholders.
  • Ability to develop and maintain working relationships and collaborative networks to coordinate ASTHO programs and activities with other staff members, government organizations and to represent ASTHO at meetings and conferences.
  • Ability to travel for meetings locally and for out of state meeting/conferences.
  • Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs.
