The Senior Director for Research leads ASTHO’s work in the area of Public Health Services and Systems Research, including the ASTHO Profile Survey and workforce research projects.  The Senior Director for Research reports directly to the Chief Science and Strategy Officer and works with all ASTHO policy staff on their survey, research, evaluation, and data analysis needs. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Primary Responsibilities:

  • Collect, compile and evaluate data in order to make recommendations to State Health Officials, and other key stakeholders, both internal and external to ASTHO regarding public health policies, practices and dissemination of information.
  • Devise methods and procedures for obtaining required data to generate reports and summaries of various kinds for a variety of audiences, including State Health Officials, members of Congress, other researchers, other system partners and the general public.
  • Work collaboratively with other partners and public health services and systems research colleagues on data harmonization and data access issues.
  • Assist ASTHO Senior Staff, State Health Officials and other stakeholders in measuring the effectiveness of decisions or interventions related to state public health.
  • Conduct research and evaluation to determine opinion of members, legislators and others as to effectiveness of programs offered by ASTHO in order to develop or adapt programs to meet the needs of their constituents and to improve public health.
  • Train and develop staff in various methodologies and instruments used in survey, research, and evaluation activities.
  • Supervise directors, policy analysts and interns as required relative to research related projects and program deliverables.
  • Publish survey, research, and evaluation findings in relevant refereed and non-refereed public health journals and reports.
  • Represent ASTHO on advisory committees and at national conferences which includes formal professional presentations to a wide variety of audiences.
  • Manage budgets for ASTHO Profile, HR Directors, Workforce Enumeration, PH WINS, and other grant or contract agreements as required.

MINIMUM QUALIFICATIONS:

  • Doctoral degree required in public health, epidemiology, biostatistics, health services research, public policy, or related discipline.
  • Proven track record in survey research, evaluation, and/or public health services and systems research.
  • Understanding of state public health functions, systems and infrastructure desirable.
  • Evidence of having published an article in a refereed journal.
  • Experience supervising staff. 
  • Demonstrated experience in project management, budgeting, and written communication.
  • State agency, association or other experience representing a membership-based organization a plus.
  • 5-7 years prior related experience.

KNOWLEDGE, SKILLS AND ABILITIES: 

  • Must have demonstrable skills in survey design and validation, sampling, psychometric, statistical analysis, and evaluation.
  • Excellent written and oral communication skills.
  • Ability to work independently and manage multiple projects simultaneously.
  • Strong analytical abilities with skills to analyze large data sets.
  • Track record as a team player a must.
