ICER is looking to expand its team, which includes a diverse set of clinicians, researchers, and policy experts. We are seeking a Senior Health Economist to help lead the health technology assessment and economic evaluation activities that serve as the backbone for all of our work. Job Summary
Reporting to the Chief Scientific Officer of ICER, the position requires a senior and accomplished individual of exceptional caliber. The ideal candidate has doctorate-level training in health economics, decision sciences, or operations research and a compelling personal record of work in the fields of health technology assessment, comparative effectiveness research, and/or health services research. Given the leadership role envisioned for this position, it requires a person of unquestionable integrity, with exceptional communication and presentation skills, and an ability to engage with and influence a broad range of stakeholders.
The Senior Health Economist will be responsible for supporting the development and refinement of ICER’s methods for the conduct and presentation of evaluations of the cost- effectiveness, cost-benefit, and budgetary impact of drugs, devices, health-system interventions, and other technologies. The successful candidate will also work with ICER’s Director of Health Economics and Senior Management Team to refine relevant components of ICER’s public processes, such as the use of data submitted “in-confidence” by stakeholders as well as the organization’s policies regarding transparency in its modeling efforts. This individual will also represent ICER at a variety of external academic and policy venues, and will be expected to generate white papers and academic publications to support ICER’s methods. Finally, the Senior Health Economist will be expected to participate in the authorship of technical briefs to support the organization’s annual Policy Summit.
The Senior Health Economist will also consult with internal project teams and external health- economic collaborators on specific ICER reports; based on specific experience, direct management of health economists and research assistants is an option. Areas of responsibility will include conception and design of health-economic models, consulting with manufacturers and other stakeholders on the type and format for submitted data as deemed useful for modeling purposes, organizing and deploying resources to fully vet assumptions, parameters, functions, and operations to ensure the robustness of both externally- and internally-developed models, and assisting with ICER’s response to informal and formal comment on model structure and findings.
Generally, a doctoral degree is required in a relevant discipline such as decision sciences, health economics, operations research, biostatistics, epidemiology or a related quantitative social science field. Rare exceptions may be made for Master’s-prepared candidates with a significant track record of accomplishment and publication in the field.
Basic Qualifications
Minimum five (5) or more years of experience (10 or more years for Master’s-prepared candidates) in conducting health technology assessments, academic health-economic modeling, or similar work requiring development, specification, and testing of modeling methods. Candidates must be outstanding writers, able to write clearly and cogently without requiring editorial assistance, and must be facile editors of the drafts of others. The scope of writing will include a wide range of material, including different versions of technical evidence reports and health policy briefs. Candidates must be able to demonstrate substantial experience in the critical evaluation of evidence, including the ability to critique the research methods and statistical findings of published economic studies to put the development of the current model in the appropriate context. Finally, qualified candidates will be accomplished presenters with experience in conveying complex econometric methods to a variety of audiences.
