Trump quietly signs FDA reauthorization bill. The president didn't hold a signing ceremony on Friday, even though the bill has been one of the few major pieces of legislation to pass Congress during his seven months in office.

"It's a big bipartisan accomplishment, but it's not what he wanted," said Rachel Sachs, a law professor at Washington University in St. Louis. "It's an explicit repudiation of Trump's priorities," given that the administration wanted FDA to be entirely funded by user fees and the user fee agreement — which was negotiated between FDA and the industry many months ago — reauthorizes user fees at a much lower level.
