From the call for submissions:

We accept submissions from law students on a wide variety of topics at the intersection of law and technology, including but not limited to: technology and the public interest, privacy, internet law, intellectual property, antitrust, First Amendment issues, entertainment and news media, telecommunications, biotechnology, and cybercrime. The first prize winner will receive $1,000 and be published in the Spring 2020 issue, if the Note meets BTLJ's publication standards. Additional prizes are available. The submission deadline is March 27, 2019 at 5pm PST.

BTLJ is the foremost technology law journal in the country.
