On Monday, AEI welcomed Wendy Netter Epstein of DePaul University to discuss her forthcoming paper “Private law alternatives to the individual mandate.” Ms. Epstein provided a background on the individual mandate in the Affordable Care Act, explained the problems associated with the uninsured population, and suggested potential solutions to decrease the uninsured rate.

Following her presentation, panelists Christopher Robertson of the University of Arizona, Anthony LoSasso of DePaul, Shari Westerfield of Excellus Health Plan Inc., and AEI Resident Scholar Thomas Miller provided feedback on her work and the health insurance landscape as a whole. The panelists discussed potential issues in Ms. Epstein’s proposals and other alternative solutions to reducing the uninsured population. These included providing higher subsidies on premiums, creating automatic enrollment, using a “generosity framework,” and more.
